This will have taken time to bed in and for schools and teachers (especially the old school lifers who would have seen such children as naughty). By the time you reached secondary school many children would have been subjected/ gone through mainstream. In 2001 the document was revised with a push on inclusion. It’s now about changing the child to fit the school but about changing the school, staff, attitudes, environment and curriculum to fit the needs to children. However lovely this sounds the reality does not often reflect the sentiment. Many schools aren’t equipped physically and in terms of attitude. So while many children with special needs can thrive in mainstream, it has been lost that many children simply cannot fit into the mainstream system, regardless of how hard everyone works to create an inclusive school, physically and mentally.
