The problem is that it’s hard to prove it was really an ectopic pregnancy. It’s difficult to see on an ultrasound. So if a doctor removes an ectopic, they could be accused of doing an elective abortion by an overzealous official who has no medical training to judge. They don’t want to risk prison.
