They might also engage in illegal means to but honestly this can sometimes be done legally. This ensures they and their allies continue to get re-elected, continue to consolidate their own power and as time goes on, they gain more control and game the system in their favor. Due to both their loyal people in key positions, and the key allies as elected officials, the “technically a democracy” is in reality a dictatorship.
Russia is technically a democracy on paper, but Putin basically came into power democratically in his first election (although its seems likely that there was some shady illegal stuff that helped that). In fact most dictatorships operate this way.
