These new businesses need approval of the government, specifically some bureaucrats about paperwork, loan from central bank, regulations etc…that mean the new business owners have to go to these bureau officials and ask them to sign in. This created a loophole for corruption: due to complicated paperwork, many of your paper required to open business are pending( oh you want to use this land to open a restaurant? But it’s Đất nông nghiệp ( farmland), if you want to change it to đất phi nông nghiệp( non farmland-can be used for other businesses) then we have to call other bureaucrats called Địa Chính( land inspector) to measure the land again, then ask another bureaucrats to go to the land to see the actual condition of the land to make the change. Since from 90s until now, Vietnam economy grow rapidly, many businesses opened in such time mean the corruption also become much more prevalent. The example i take above is about real estate, but bribery also common in other sector, for example, industry manufacturing, many business owner just give the environmental police money to pass the regulations checkup every month, or fire safety in karaoke, bar, club, or even as common as trafficking. What’s is worse is since making money so easy that way, becoming government officials in certain areas become a very lucrative job, it born a trend of princelings , or in Vietnamese we call COCC ( con ông cháu cha). As someone in a bureaucrats, they will create opportunities for their relatives to go into the same unit as them and eventually take their position or similar when they retired, so their relatives can continue making money that way/ get the same privilege as they did. And since many bureaucrats are closely related( as example i said above), so for some corrupt officials, their interests are close aligned. So they cooperate with each other to create a “circle of interests” ( aka nhóm lợi ích) to make bribes money more efficient, while make sure their position is not shaken and helping each other princelings, while the people who have real talent are not promoted. This is a headache problem the government is still try to take out but it’s very hard, nevertheless this problem turned many foreign business away
