Is this by any chance a council housing estate that you’ve moved onto somewhat recently through private ownership or rental tenancy? If so I reckon the majority of the other residents are just going to think “Who’s this posh twat?” and simply disregard that condescending note the same way the rest of the rubbish is discarded around those bins. Of course, but that’s a very condescending and insulting letter that appears to be making sweeping generalisations about all the residents there, and it’s not the way to go about in finding a solution to this sort of issue. A much shorter and more polite letter would suffice, and if that fails then speak to the estate management on finding a solution. Ultimately it’s not up to an individual resident to police the entire development You can’t teach stupid. I’m dealing with a similar situation in a 6 flats building. Messages, letters, posters didn’t help. What seems to do the trick is checking the garbage and bringing it to their front door so they step on it in the morning. It’s petty, it’s a bit overkill, but some people are just plain stupid and careless.

Have the same issue where I live, and not just that I have personally seen the guy doing it twice and kicked him out of the communal bin area both times. It’s also been reported. It’s a code locked, but really shitty door which has had to code changed but is often still kept open. If people are looking for electronics or other such value to sell they will do whatever it takes and bar being physical, clearly not a recommendation, they are unlikely to stop doing it even with a verbal warning – you can’t stare at the bin for 24 hours a day. Put up a sign saying the area is being monitored by CCTV cameras and fly tippers, and those responsible for leaving a mess, will be prosecuted. A harmless little white lie could be effective.
